It is proper that I should here make some mention of the edu cational facilities of that day and before, as it will be noticed that several signatures to official documents were signed with his or her mark. We are well aware that the educational facilities of that early day were very meager indeed, in Delaware and Maryland, though it is perfectly apparent that our ancestor William and his wife Mary, of 1680 were well educated, but their education was obtained in London, England, before coming to America.

I have before me a circular of information issued by the Bureau of Education, Washington, D. C., Nov. 3, 1893, entitled “Number 15, History of Education in Delaware,” by Lyman P. Powel, A. B., of the University of Pennsylvania.

Mr. Powel is a native of Delaware, and taught many years of his early life there; hence is well qualified to write on that subject. From this circular I make several quotations.

Previous to the year 1702 Delaware was included in the Prov ince of Pennsylvania and subject to the laws, etc., of the Province of Pennsylvania.

Penn’s Frame of Government, written in England in 1682, contains the following provisions for education in the New World:

“Twelfth. That the Governor and Provincial Council shall erect and order all public schools and encourage and reward the authors of usefur sciences and laudable inventions in the said Province.

“And fourthly, a committee of manners, education and arts, that all wicked and scandalous living may be prevented and that youth may be successfully trained up in virtue and useful knowledge and arts.”

“Twenty-eighth. That all children within the Province of the age of twelve years shall be taught some useful trade or skill, to
